Abstract
This paper investigates how interorganizational networks are designed into the National Response Plan. The paper uses the theoretical approach of complexity theory and dynamic network analysis to assess the relationships among organizations using the NRP as the structure that shapes their functional and organizational relationships. This paper examines the applicability of concepts from complexity science for crisis management, to the evolution of NRP from the earlier Federal Response Plan (FRP).
